Additional Info from "Transacord: Sounds Of Steam" by Mark Jones states:
This was originally assigned the Catalogue Number DA 115 but, Instead, became the first release on the (Z)TR catalogue sequence. This has caused a great deal of confusion, mainly because the 1970 Transacord 'Sounds of Steam' catalogue lists this release under the DA 115 number. The most likely reason for this is that the 1970 catalogue was compiled prior to the LP's release in November 1969 (evidence for this is the mention of the Retail Price Index, from which records became exempt in November 1969), at which point the catalogue number change had probably not been decided.
