This is a COPY picture sleeve that differs from the original UK release.
This COPY can be spotted (and hence avoided paying for) by the following differences:
The sleeve is made of white card, is slightly smaller in size (so Roger's bottom is cut off on right hand side), the front photo is slightly greyer and less sharp, and if you look closely around Brian and Roger's hair you can see it has been cut and pasted onto a new grey background. Finally, the opening on the rear of the sleeve is shaped with rounded edges, whereas the original has a more diagonal cut.
This sleeve was then used to house a non-picture sleeve original 45.
